The Role
The acquisition of conventionally-armed, nuclear-powered submarines is an historic and transformative endeavour for Australia. The whole-of-nation effort to safely and securely deliver the cutting edge nuclear-powered submarine program will transform Australia’s economic and national security landscape for decades to come.
At the commencement of any program there can be considerable uncertainty and associated complexity. With this program involving three sovereign nations, uncertainty and complexity is amplified. To achieve outcomes in these circumstances requires agility and flexibility to respond effectively to dynamic conditions and changing priorities. The work of the ASA requires individuals and teams – whether military, APS or contracted – to possess and maintain such agility.
Operating within this environment, the Director Market Access works in collaboration with national and international counterparts, to deliver functions that include (but are not limited to):
- Designing, planning, costing and delivering market access programs to support Australian industry to access Australian and trilateral submarine industrial bases;
- Establishment of business readiness standards for Australian industry to enter the tri-lateral submarine industrial base and work with others to assess individual business readiness;
- Determination of eligibility and need for suppliers within market access programs to receive industrial uplift investment – including to achieve business readiness – and make recommendations;
- Work with Nuclear Powered Submarine (NPS) program delivery areas to develop, implement, manage and report on requirements for the programs to optimise Australian industry’s access to the NPS market;
- Provision of subject matter expertise (SME) advice to ASA and Naval Shipbuilding and Sustainment Group (NSSG) submarine program, associated with market access for the Australian submarine industrial base, including consulted advice of other relevant SMEs to ensure completeness;
- Provision of SME advice to Government, Ministerial Offices, and ASA and Defence portfolio executives associated with market access for the Australian submarine industrial base, including consulted advice of other relevant SMEs to ensure completeness;
- Progressive development and communication of the landscape of programs and advocacy activities the Directorate manages, that practically enable Australian industry participation in trilateral and Australian markets, in support of Optimal Pathway and broader AUKUS objectives; and
- Represent the ASA and the AUKUS Trilateral Submarine Industrial Base (TSIB) Integrated Project Team (IPT) in public forums, as necessary.
About our Team
Industrial Uplift Branch (IUB) works with AUKUS Government and industry partners and Australian Government and industry to grow Australia’s industrial base, to enable delivery of Australia’s SSN capability and trilateral submarine industrial base resilience.
Industrial Uplift Branch consists of the following directorates: Market Access, Industry Investment, Industry Engagement, Industry Security and Resilience, Industry Policy and Analysis and the Executive Directorate of Performance, Risk and Strategic Messaging.
Commensurate with the complexity and scale of the program, the work of the IUB is of considerable public and government interest. Accordingly, the team works closely with a very wide range of key public, government and military stakeholders, across all AUKUS nations and at all levels, to deliver best outcomes for the program.
